Lisa Rosenblum Loucks
Lisa is the Founder and President of Ascendant Spaceflight Services. Her career comprises 35 years of technical and leadership contributions to launch systems development, mission integration, launch operations, and regulatory strategy.
Lisa started her career in 1988 as a Space Operations Officer in the US Air Force where she held positions as an Orbit Analyst, Range Control Officer, Range Operations Commander, and Senior Mission Flight Control (Range Safety) Officer.
After 10 years of military service, she transitioned to commercial industry, joining the Boeing development team on the multinational Sea Launch joint venture. There she performed system safety and operations integration functions until taking on the role of Payload Integration Manager. At the same time, she supported payload integration and launch operations for the Delta II launch vehicle, and subsequently joined the Delta II Program as a Mission Manager for NASA and commercial launches.
Upon the formation of United Launch Alliance, Lisa went on to lead the Mission Integration Engineering group for Delta II and Delta IV launch vehicles. In 2013, she returned to Boeing as Launch Site Lead Engineer for the Starliner Crewed Space Transportation Program, responsible for launch site systems and operations development, launch integration, licensing, and range coordination. She later served as Lead of Commercial Spaceflight Regulatory Affairs for Boeing Space and Launch, participating on several FAA rulemaking committees before retiring in 2020.
As an entrepreneur, Lisa draws on her broad experience, technical knowledge, and professional network to help both established and emerging companies succeed in the highly competitive commercial space industry. In addition to serving clients, she contributes to industry advancement through participation in the development of commercial spaceflight standards.
Adapting to client needs and workload, Ascendant draws from a resource pool of highly experienced space professionals acting as independent contractors.
